Halloween is the birthday for the brand "The Metal Monocle" and a big week event is done every year for it, and this was the theme for its 2nd anniversary. The image in the design is based on the front of the building of the well-known grassroots music steampunk rock/metal venue from the same city where the brand originally came from in Leicester, UK by the same name. This top has the venue logo on that back.

Purchasing any items from this shop also helps the venue/company to continue to support and host the many grassroot and up-and-coming artists/bands it does, many of which are free entry to encourage support for the bands themselves.
